Warning Area Approaches West LA - Dust, Wind, and Embers?

Fire warning area approaches West LA District.  We're unsure of what the "warning" consists of, however it's on the Google maps. Dust and Wind? Traveling embers? It seems quite far south of any fire, yet it does show on the map.
